The park's strategic location in the central part of Ukraine, with proximity to a major highway, an international airport, and a railway junction, establishes convenient transport corridors. This facilitates efficient transportation to the western borders and southern port infrastructure, ensuring equidistant supply chains for raw materials and finished products across various regions of Ukraine.

Situated in Vinnytsia, the park also benefits from access to the city's labour force. As of the beginning of 2022, Vinnytsia had a population of 369.7 thousand inhabitants. Additionally, the city and its surrounding region have seen an influx of at least 200 thousand internally displaced persons during the war, further enriching the available pool of skilled workers.

The resident enters into a memorandum of understanding with the management company and the Vinnytsia City Council.

The resident enters into agreements with the management company:

  • A lease agreement for industrial premises, prepaying the agreed number of rental periods to the management company before construction begins.
  • A contract for conducting business activities.
  • A contract for maintenance and operational services.

Following the resident’s technical specifications, the management company constructs and delivers the rental object(s) connected to engineering networks for the resident’s use.

The resident enters into a memorandum of understanding with the management company and the Vinnytsia City Council.

Answers to Questions

Are there any restrictions on the types of activities for companies – park residents?

Within the industrial parks, the following activities are prohibited:

  • Production of excisable goods (excluding the production of biological fuels);
  • Production of bio-components;
  • Generation of energy from alternative sources;
  • Manufacturing of passenger cars, their bodies, trailers, and semi-trailers, motorcycles, and vehicles designed for the transportation of 10 or more people, as well as vehicles for the transportation of goods;
  • Economic activities subject to licensing under points 18, 18-1, 20-22, 32 of the first part of Article 7 of the Law of Ukraine “On Licensing Types of Economic Activity”.
Can we purchase land for our production within the park?

The sale of land within the industrial park at the “pre-construction” stage, i.e., before the appearance of the real estate object on the subleased land and obtaining ownership rights to it, is not possible. 

An industrial park participant has the right to buy land after completing construction and acquiring ownership rights to the built object.

What electrical capacity can a park resident be provided with, and how is the connection to the power grid carried out?

The park is designed with a total electrical capacity of 30 MW. 

Each resident is allocated a limited energy consumption limit ranging from 3 to 5 MW, with a direct connection to the plot. If there is a need to change these limits, individual requests from residents are considered and discussed separately. 

The planned small distribution system in the park allows residents to flexibly regulate power consumption volumes and reduce costs over time due to differences in tariffs compared to local energy companies.

How is connection to water supply, sewage, and gas networks carried out?

A resident connects to the central engineering networks of the managing company in the following order:

  1. The resident receives technical specifications from the managing company.
  2. The resident develops a project for their engineering networks.
  3. The resident agrees on the project with the chief engineer of the managing company.
  4. The resident independently connects to the central engineering networks of the managing company.

What investment protection guarantees exist for a park resident?

Such guarantees include:

  • In the event of a change in the managing company, the status of an industrial park participant remains unchanged.
  • Ukrainian legislation provides guarantees regarding the property of industrial park participants, including ensuring the inviolability of private property and the absence of tools for unjustified encumbrances.

What infrastructure facilities of the park can a resident use?

The infrastructure facilities available for park residents are funded through their proportional contributions to the enhancement of the park's territory, development of transport infrastructure, and establishment of engineering networks. In return for these contributions, residents gain access to these shared facilities. 

Contributions are channelled through a venture fund, which directs funds to the statutory fund of the managing company. Consequently, park residents indirectly become shareholders of the managing company, affording them the opportunity to influence its development strategy.

The portfolio of services from the managing company and its partners is dynamic and is complemented to allow residents to focus on production activities while simultaneously receiving services at an optimal price due to economies of scale.
